Phil is a seasoned government affairs professional and trusted advisor to C-suite leaders. With more than two decades of experience spanning the private sector, the U.S. Congress, and global policy arenas, he combines deep legislative expertise with sharp business acumen to advance organizational priorities and shape impactful public policy outcomes.
Phil previously led the government affairs function at one of the world's leading entertainment and media companies, serving as the company's lead lobbyist in D.C. A sought-after speaker, he has regularly presented on the U.S. political landscape at internal executive offsites and strategy sessions across the U.S. and abroad. He also maintains strong relationships with other industry CEOs and executives through his service on multiple Boards.
Before transitioning to the private sector, Phil spent nearly a decade as a senior aide on Capitol Hill. He holds a J.D. from The George Washington University Law School and a B.S. in Biology from the University of California, Los Angeles.
